Access to Essential Care for All

Designated as the payor of last resort, Medical Assistance Program (MAP) is designed to provide covered medical services to low income residents and those who meet all eligibility requirements of the program. MAP offers assistance by utilizing medical services through local physicians, hospitals, and other facilities.

Health care equity is a priority for us. We will work with you to determine your health-related social needs, such as, access to transportation, difficulty paying for prescriptions or medical bills and food/housing insecurity.

  • Income meets eligibility requirements set by NCHD’s eligibility system
  • Service requested is covered under NCHD’s program

Application Process

  • Complete the County Indigent Health Care Program (CIHCP) Application for Health Care Assistance.
  • Provide all supporting verification documents: English | Spanish
  • Call NCHD’s Indigent Program Coordinator at (936) 221-5851 or (936) 221-5765 to schedule an appointment or schedule an appointment here.
  • Below are additional forms that may be requested (The Indigent Program Coordinator will instruct you on which one to complete if needed).

The Team

José Jesús Rubalcava, Indigent Program Director

As Nacogdoches County Hospital District’s Indigent Program Director, Jesús Rubalcava helps people who don’t qualify for state or federal programs get access to health care services. He has worked in health care for more than 24 years. His journey to his current position has been shaped by inspiration, encouragement, and a strong work ethic.

One of Jesús’ former teachers, Mrs. Rebecca Shokrian, taught him to speak English when his family first came to the United States, and he credits her with inspiring him to help other people. During his last semester of college, a professor recommended him for the in-house Spanish Interpreter position at Nacogdoches Memorial Hospital. The job was supposed to last for four months, but it turned into a career.

“When I started as an interpreter, I decided to stay in healthcare because of the satisfaction of being able to help the non-English patients,” he said.

In addition to his service as an interpreter, Jesús has also worked at the hospital as a staff accountant, a payroll manager, a financial analyst and controller.

“The positions that I have held have given me the opportunity to work with patients, staff, and many local doctors,” he said. “I have learned medical terms and am able to speak with the patients in a form that they are able to understand.”

Jesús was in the Top Ten of his 1996 graduating class at Westwood High School in Palestine and earned his associate degree in business administration in 1998 from Trinity Valley Community College, where he was a member of Phi Theta Kappa, an International Honor Society of two-year colleges. He graduated Magna Cum Laude with a Bachelor of Business Administration in 2001 from Stephen F. Austin State University, where he was a member of Beta Gamma Sigma, the honor society for collegiate schools of business, and Alpha Chi National College Honor Scholarship Society.

Jesús and his wife, Veronica Chavez Rubalcava, have two daughters, Ariana and Angelica, and two “awesome” dogs, Phineas and Bonita. They are active members of Our Lady of Guadalupe Catholic Church in Diboll, where Jesús serves as an instituted acolyte, liturgical leader, president of the Pastoral Council, and a member of the Knights of Columbus. In his free time, Jesús enjoys working in the yard, taking road trips with his family, and sneaking in the occasional nap.
